The Big Confusion

There is no such city as "Encino", "Van Nuys," "Hollywood," or "San Pedro." They are all parts of the city of Los Angeles, all under the same laws. A few areas like Beverly Hills, West Hollywood, San Fernando, Culver City and Santa Monica are surrounded by Los Angeles, but they are separate cities.
